The procurement falls outside the scope of application of the directive
Published justification

Competition was held in the spirit of the compliance process with a small number of suppliers. This was due to the limited timeframe available to ensure goods were received by the end of March'22 due to funding restrictions. Suppliers also had to confirm their capability and capacity of providing integration with EPIC EPR software that met the Trusts requirement.
