DHSC : Global & Public Health: National SRbPA Support Scheme
Authority: Department of Health & Social Care (Central government)
What is being bought
Published requirement descriptionAn increased number of public health specialists are required to deliver effective public health interventions, which are required as part of the shift to prevention under the 10 Year Health Plan, especially in Local Authorities where there are significant vacancies for roles that require specialist registration. There are few options to fill these posts aside from expensive agency staff who have mixed effectiveness or recruiting one of c.75 newly registered specialists each year. One route to increase the number of public health specialists is to increase the numbers of candidates achieving specialist registration through portfolio assessment (SRbPA), which enables those working at senior level and with significant experience in public health to achieve specialist registration. Increasing the numbers of specialists via this route can support local authorities to ‘grow their own’ specialists and fill vacancies in areas, which are not at

The Preliminary Market Engagement (PME) is optional. The purpose is to advise suppliers of the forthcoming Department of Health and Social Care (DHSC) procurement exercise that is expected to be launched February 2026. The aim is to seek feedback from potential bidders and existing providers that may inform the final approach to the procurement.
The Preliminary Market Engagement Event will be held via Microsoft Teams between 10:00 - 12:00 on Tuesday 13th January 2026.
We will then be seeking feedback via a Q&A doc which will be issued following the live PME.
If you are interested in this opportunity please email [email protected] referencing 'W213158 National SRbPA Support Scheme' as the subject title.
If your organisation is unable to attend the PME event, we would nevertheless welcome any feedback which you may wish to provide. Please be assured that non-attendance at the event does not affect your eligibility to participate in future procurement opportunities related to this PME. Your input is valued and you remain eligible to bid for subsequent procurements associated with this engagement.
For the avoidance of doubt, this is not a call for competition and DHSC are under no obligation to proceed with any formal procurement procedure. The market engagement exercise is being used as an opportunity to gather feedback to better understand market capabilities, refine the procurement strategy, and encourage supplier engagement.
