- Change The STN1 contract was modified in April 2022 following the introduction of a Translink requirement for contractors undertaking works on or adjacent to Northern Ireland Railways (NIR) infrastructure to hold £100 million Public Liability Insurance. This enabled STN1 to be utilised for the delivery of NIR-related structures inspections and maintenance activities across Northern Ireland. These additional services were delivered through STN1 from April 2022 until April 2024, at which point responsibility for all rail-related works transferred to the STN2 contract. The present modification does not introduce any further NIR-related services to STN1. It relates solely to the expenditure incurred through STN1 in delivering the additional NIR works between April 2022 and April 2024, with the contract value being adjusted to restore the value utilised in delivering those additional services., Need for additional works, services or supplies by the original contractor/concessionaire: During the period from April 2022 to April 2024, the incumbent STN1 contractor had secured the required £100 million Public Liability Insurance, established the necessary operational procedures, obtained relevant access approvals and developed familiarity with the NIR assets and operational environment. A change of contractor during this period would have required an alternative contractor to establish equivalent insurance, mobilisation, access and operational arrangements. This would have resulted in duplication of costs, delays to service delivery and increased operational risk. Accordingly, use of the incumbent contractor avoided significant inconvenience and duplication of costs associated with procuring and mobilising an alternative contractor for the interim period prior to the transfer of the rail-related works to STN2 in April 2024.
