Competition analysis · published record, not a forecast of who will bid
How Nuclear Restoration Services Limited buys Engineering design services (CPV 7132) — and who usually turns up
Nuclear Restoration Services Limited’s own published record, next to the Scotland market for the same work. Frameworks and DPS are kept out: they attract a different number of bids. Whole-market view: sector page →
How the contest usually goes
Left: this authority. Right: the market where the work is delivered. Bids and award-vs-estimate pairs are per lot, from contested contracts only — direct awards report one bid by definition and are left out. Empty means nothing was published, not filled in from elsewhere.
Nuclear Restoration Services Limited
contract notices in 36 months: 11 in CPV 7132 (1 direct) · 25 in division 71 (5 direct) · 88 in all categories (23 direct)
Scotland · Engineering design services (CPV 7132)
contract notices delivered in Scotland in 36 months: 55 in CPV 7132 (51 contested) · 516 in division 71 (457 contested)
robust · n=13 Awards in Nuclear Restoration Services Limited (all categories, n=13 pairs) land a median 2% above: on this notice’s £10,400,000 that is about £10,556,000. Context for a bid, not a recommended price.
Method and what to read with care
- Two columns, no blending. The authority column walks its own record only: notices in the 4-digit class, then the 2-digit division, then all categories (36 months, per lot, contested only), and as a last resort its 24-month row across all categories (per notice, every route). The market column is the notice’s primary delivery ITL1 × the same class, then division (36 months). Nothing is filled from the UK-wide class; an empty tile means the source published nothing usable.
- Per lot, contested only. Find a Tender publishes bid counts per lot; a seven-lot tender is seven contests. Procedures awarded without competition (limited / direct) are excluded from bids, price pairs and decision days — they report one bid by definition. Frameworks and DPS are a separate population from contracts (6–7 bids per lot against 2–4) and only the notice’s own kind is shown.
- Coverage. Roughly 40 % of notices publish a bid count; about half publish an ITL1 delivery location, so the market column reads the authority’s registered region when the notice has none (labelled). Award-vs-estimate pairs need a lot estimate, one active award on the lot, one canonical supplier and a gap under 60 %; about 30 % of pairs are exact matches (the buyer published the award at the estimate). n is on every figure; below 3 the tile is muted, never hidden.
- Pounds. The expected award applies the authority’s median movement (or the region’s, when the authority has fewer than 3 pairs) to this notice’s estimate; the middle half uses the region’s quartiles. A multi-lot notice publishes an envelope, so the movement is applied per lot, never to the total. A benchmark, not a recommended price.
- “Match” and “relevance” are model scores from the nightly matcher, not published facts. Find a Tender does not publish who is bidding. Never shown: contact details, payment behaviour, or a recommended price.

19 Jun 2026, 23:59 BST · scheduledMarket Participation NRS welcomes engagement from single economic operators, consortia, and joint ventures, including arrangements formed specifically for complex nuclear delivery projects. NRS has not predetermined the preferred delivery or market structure. Contractual and Commercial Context Subject to future approvals, any contract may be awarded to a single supplier or integrated delivery entity, may use an NEC4 form of contract (for example PSC or ECC), and may be phased to align with programme maturity and site constraints. Indicative value and duration The anticipated contract value is in the range of £10.2m to £11.8m (ex VAT), with an indicative duration of up to 4 years (subject to future approvals, funding and final contract structure). The procurement procedure, contract packaging and lotting approach have not yet been determined. Preliminary Market Engagement In line with the Procurement Act 2023, NRS may undertake proportionate market engagement activities, including written information requests, supplier briefings or limited one to one discussions. Participation will not confer any advantage or disadvantage in any future competitive tendering procedure. As part of the preliminary market engagement, NRS intends to hold a face-to-face supplier engagement event, following the virtual supplier webinar held on 21st May 2026, to obtain market insight (via questionnaire) and provide further information on the potential procurement. Due to logistical consideration, and the demand shown at the virtual session, there will be a limit to the number of attendees NRS can accommodate at the event. NRS intends to limit the session to two attendees, per organisation, of those who submitted an expression of interest to the Virtual Session prior to it being held. This may change and any alterations will be communicated. To ensure ongoing transparency the outcomes of the session will be made available in the e-sourcing system (Atamis) to any who register interest in the procurement going forward. Expressions of interest to participate in the pre – market engagement must be submitted through the Atamis System (record C30748), starting 01/06/2026 with a deadline of 23:59 on Friday 19th June – details of which can be found in the document “C30748 - Pre Market Engagement - D&B of Waste Transfer Plant & Equipment document”. The pre-market engagement documents are available for unrestricted and full direct access, free of charge, at: https://atamis-2464.my.site.com/s/Welcome NRS will retain a log of expressions of interest to facilitate notification of any subsequent procurement arising from this preliminary market engagement. Personal data will be handled in accordance with NRS data protection obligations and will not be used for any purpose other than preliminary market engagement and future related communications. NRS intends to use the outcomes of the preliminary market engagement to inform and refine its procurement strategy and associated tender documentation. Any high-level outputs from the engagement will be shared with all organisations that have expressed an interest, to ensure transparency and equal access to information. Indicative Timescales Preliminary market engagement is expected to take place during 2026. Any potential future procurement timescales are to be confirmed. All timescales are indicative only. Additional Information This PIN does not create any legal obligation, form part of a procurement procedure, or commit NRS to proceed with a procurement. NRS reserves the right to amend or discontinue its plans at any time. - Clarification deadline
