    • Change Within it's procurement documents published as part of the Further Competition, the Authority included a discretionary provision for a six (6) month extension to the agreement. The Authority therefore considers it has met the requirements of reg. 72(1)a of the Regulations., Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The Authority's FSM programme has been negatively impacted by various external factors beyond the control of either the Authority or the Supplier. These external factors have resulted in a delay to completion of the FSM programme and necessitated that the six (6) month discretionary extension be exercised to successfully complete the programme.
