Payment obligations depend on the applicable regime and contract. Consult the official documents.
Coverage: 230 active published awards; 205 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
The existing 5 laser Fortessa is often booked to maximum capacity, resulting in long waiting times for researchers for who the capacity of the Cytoflex in its current set up is not sufficient. Additionally, the Cytoflex as it is a newer instrument easier to operate. StartUp and Calibration can be done independently of facility staff, unlike the Fortessa. This makes the Cytoflex usable out of ours and on weekends. The laser upgrade is necessary to support the research by increasing the capacity of the facility, resulting in shorter waiting times and longer hours of availability for the researchers.

Procedure rationaleThe University of Edinburgh is looking to award a contract for the upgrade of a Beckman Coulter Cytoflex SRT to the original equipment manufacturer Beckman Coulter via the attachment of a new red laser functionality. The University is awarding this without call for competition as competition is absent for technical reasons as the upgrade is to existing equipment within the university that we have an ongoing service contract running with, and no other supplier can offer the upgrade.
