Payment obligations depend on the applicable regime and contract. Consult the official documents.
Coverage: 54 active published awards; 49 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

The Scottish Government’s (SG) Digital Directorate, through the Scottish Cyber Coordination Centre (SC3), expects there to be an ongoing need to design and develop a Cyber Observatory to ensure that the Scottish Public sector is as secure and cyber resilient as it can be. The Observatory will be a technical resource aimed at improving visibility of cyber risks, identifying emerging threats, and enabling data-driven decision-making. This initiative will reinforce The SC3 commitment to delivering impactful, evidence-based interventions that support a more cyber-resilient Scotland. SC3 are seeking a functionality with the ability to accurately assess and understand the public sector’s cyber resilience posture. This insight is essential for shaping and applying proportionate security frameworks and standards that help organisations strengthen their cyber defences. SC3 are looking for further information on what services are available in the market and how these can be delivered by service providers. Additional information: All parties must read the attached document 'SC3 Cyber Observatory RFI - 17 February 2025'. Please complete the document and send back to erin.crawford@gov.scot by 12 Noon on Monday 10th March 2025. This notice is for information purposes. A date has been advised of when we may go to market on that date or later but it is not guaranteed. Note we may decide not to go out to market.
