Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The award of contract is being made as a result of a call off from an existing Framework agreement. The Framework Agreement permits Direct Award call offs where whole life cost indicates the outcome provides best value. The maximum call off term is for individual Councils to determine.
