Brief Description of Requirement
UK Research and Innovation (UKRI); is seeking Occupational Health Services for c 9000 employees, current split across the Councils. The purpose for procurement is ntended to harmonise and provide as one UKRI wide provision.
Please ensure you review all attached information to ensure a full understanding of this requirement. All attachments can be found with the Supplier Attachments tab within the Jaggaer eSourcing Portal.
This contract will be awarded based on the evaluation criteria as set out in the RFP document.

- How the procedure runs: This procurement will be conducted under the Competitive Flexible Procedure in accordance with the Procurement Act 2023 and the Procurement Regulations 2024. The procedure has been designed to be proportionate to the subject matter, value and complexity of the requirement and to enable the Contracting Authority to identify the Most Advantageous Tender. Stage 1 – Initial Tenders Bidders will submit an initial tender response through the eSourcing Portal. Stage 1 submissions will be evaluated in accordance with the award criteria and assessment methodology set out in Section 5 and the RFP Questions document. The Contracting Authority may seek clarifications where permitted and may confirm whether each tender remains capable of being the Most Advantageous Tender before proceeding to Stage 2. The Contracting Authority reserves the right not to invite a Bidder to Stage 2 where, following evaluation of its Stage 1 submission, the tender is not mathematically capable of becoming the Most Advantageous Tender under the published assessment methodology. For example, this may apply where the Bidder’s evaluated Stage 1 score is more than 7.5% below the highest scoring Bidder and, on that basis, the tender cannot become the Most Advantageous Tender. Where this occurs, the Bidder will be notified through the eSourcing Portal. Where you are not invited to Stage 2, you will achieve a sudo score of 7.5% for question PROJ1.14. Stage 2 – Demonstrations (PROJ1.14) Bidders invited to Stage 2 will be required to deliver a structured demonstration in accordance with question PROJ1.14 in the RFP Questions document. The demonstration will be assessed against the published evaluation criteria and scoring methodology. Scores awarded for the demonstration will be combined with the Stage 1 scores in accordance with the weighting and methodology stated in Section 5 to determine the Most Advantageous Tender. The Contracting Authority may refine, clarify or otherwise manage the procedure during the procurement only where this is permitted by the Procurement Act 2023, the Procurement Regulations 2024, the tender notice and the associated tender documents. Any changes to the procedure, timetable, requirements or assessment methodology will be communicated to Bidders in accordance with the applicable transparency requirements. Following completion of evaluation, the Contracting Authority will provide assessment summaries to relevant suppliers as required before publishing the Contract Award Notice on the Central Digital Platform. Publication of the Contract Award Notice will commence the mandatory standstill period, before the Contract is entered into.
- No preliminary market engagement: UK Research and Innovation has considered undertaking pre market engagement (PME) and has concluded that it is not required for this procurement. The relevant market is well established and mature, and the Authority has extensive, recent experience of procuring these services, including through prior competitions and ongoing contract management. This provides a strong understanding of supplier capability, market structure, and prevailing commercial models. As such, PME is unlikely to generate materially new insights or improve the specification or procurement approach.
