A dedicated early-stage project development approach (known as “Phase 0”) focused on robust project preparation before large PPP rail projects are taken to market. UK technical recommendations into a technical guide and roadmap that can be used by the Peruvian Government to further institutionalise the Phase 0 so that it becomes the standard across all rail PPP projects.
