Why no open competition

Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive

Published justification

In view of the emergency situation arising from COVID 19, contracts are awarded without a competition under Regulation 33 of the Public Contracts (Scotland) Regulations 2015 in order to allow bus services to meet demand while physical distancing requirements (and therefore carrying capacity constraints) remain in place.

Publisher note: This is the second modification of the original contract award, notice 2021/S 000-008476. This modification supersedes modification notice 2022/S 000-000453. (SC Ref:710324)
