What is being bought

Published requirement description

The Trust currently operates CoPath, which is due to be replaced by the regional WINPATH LIMS solution. Both systems are supplied by Clinisys. The required iteration of the regional solution is currently under development, with implementation/go-live anticipated in approximately two years.

The proposed arrangement is therefore a time-limited interim requirement to maintain continuity of the existing LIMS service until transition to the regional solution.

Why no open competition
Single Suppliers Technical Reasons
Published justification

It is proposed that the award is made under Section 41 and Schedule 5, paragraph 6 of the Procurement Act 2023, which permits direct award where, due to an absence of competition for technical reasons, only a particular supplier can meet the requirement and there are no reasonable alternatives.

Changing supplier during this transitional period would create significant interoperability and compatibility risks with the Trust's existing LIMS infrastructure, interfaces and workflows. It could require substantial redesign, integration, validation, testing and data migration, resulting in disproportionate cost and delay for what would be a temporary solution.
