Ubico is a local authority owned company and was formed by Cheltenham Borough Council and Cotswold District Council in 2011. Ubico has grown quickly with Forest of Dean, Stroud, Gloucestershire, Tewkesbury and West Oxfordshire Councils joining the Ubico family of Councils. Procedure rationaleAn open tender procurement process for Ubico Ltd run by Gloucestershire County Council for a Neutral Vendor Managed Service for the Provision of Temporary Agency Staff, Reference: DN545403 closed on 21st June 2021. Evaluation of responses was conducted and the result concluded. During the post-award standstill period, we received clarification enquiries regarding our evaluation methodology, in particular that relating to the pricing submissions. We promptly conducted further analysis of all pricing submissions received, including seeking clarifications from each bidder. As a result of this, it became apparent that pricing submissions received from the bidders did not meet the requirements set out in the ITT. Further analysis raised concerns that the bids could not be compared on a like for like basis due to a variety of pricing models being submitted. Accordingly, we decided the only fair and realistic course of action was to discontinue the procurement. We will be re-issuing the tender shortly, which will include a revised pricing evaluation methodology, with clearer instructions. The extension covers the period needed to re-procure
