The plan should offer a wide range of health and well-being benefits with money back, up to set limits, towards everyday healthcare expenses. Procedure rationaleSE carried out an Open Tender process (6925-2021 (2021/S 000-006925)) earlier in the year, advertised for a 5-week period between between 2/4/2021 and 11/5/2021. There were a limited number of expressions of interest noted for this and one response was submitted. This however this did not adequately address the points of our ITT. We were unable to evaluate the response and therefore had to disqualify the bid on the grounds on non-compliance. On the basis therefore of there being no compliant bids for the tender following a FTS tender process in accordance with Regulation 33 of the Public Contracts (Scotland) Regulations 2015 we have chosen to appoint a supplier through the negotiated procedure without prior publication of a call for competition. |
