What is being bought
Torbay Council are publishing a Prior Information Notice (PIN) to inform the market of a potential opportunity for Community Wellbeing and to initiate pre-market engagement by way of Expression of Interest for the purpose of enabling the Local Authority to identify within the market:
1. Suppliers with the skills, experiences and expertise to deliver the requirements laid out in Appendix A Draft Specification
2. Identify interested parties to this opportunity; and
3. Identify capable, interested parties who can deliver the requirements of the procurement within the proposed timescales.
The background of this requirement is the demand for Adult Social care in Torbay is continuing to increase. To address our critical need to meet the needs of local people in a community-focused way and reduce the demand of individuals for statutory support to maintain their independence, health and wellbeing in the community, we need to ensure there are robust mechanisms and community support services in place to enable people to connect and engage with community-based support within their own neighbourhoods in Torbay.
The overarching purpose of this requirement will focus on delivering the preventative aspects of Adult Social Care and Public Health which will promote and actively support the independence, wellbeing and quality of life for Adults in Torbay. It will prevent or delay the need for Torbay residents to access higher cost more intensive support.

The Community Wellbeing Service will have four core aspects in order to meet the requirements: o A helpline that offers a point of contact for the resolution of queries, onward referral, or time-limited, structured support of a maximum of 3 sessions either over the phone or online (the maximum number of sessions metric to be codesigned between the provider, The Trust and Torbay Council). o A physical hub that hosts community and statutory partners for the direct delivery of interventions that support the adult social care and public health agendas (as agreed by the contract managers of this provision). o A community coordination provision that receives referrals and links people with community assets as appropriate to the persons needs and requirements. o Additionally, the supplier will be responsible for the administration of the Community Fund which provides additional financial support to individuals and groups for the benefit of Torbay’s communities.Contract periodNot publishedEligibilityNot publishedOptions / renewalNot published
