Categories
Comparable-procurement analytics
Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Community health services (85323000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.
| Comparison set | Procedures | Reported bids per procedure | Named award suppliers | Price evidence |
|---|---|---|---|---|
| Market: CPV division 85 | 18,495 | 1 median · 30.5 average (8,768 of 18,495 with a bid count) | 2 average (9,740 of 18,495 with named award suppliers) | 10 comparable price pairs |
| Same buyer | 23 | 1 median · 7.7 average (12 of 23 with a bid count) | 1.6 average (13 of 23 with named award suppliers) | Not published |
“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.
Price-outcome signal
Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

The Hubs will act as a preventative and supportive resource for individuals with non-clinical mental health needs, aiming to build resilience, reduce isolation, and enhance community connections.\nTogether, these services will work in partnership with local statutory, voluntary, and community services to create an integrated, person-led mental health support system within neighbourhoods. The focus will be on relationship building, social prescribing, personalised care planning, and enabling people to access the right support at the right time, without delivering long-term interventions.\nService 2 – Healthy Mind Hubs:\nA short-term, community-based wellbeing offer providing a programme of holistic workshops, activities and wellbeing sessions to promote mental, physical and emotional health. The Hubs will act as a preventative and supportive resource for individuals with non-clinical mental health needs, aiming to build resilience, reduce isolation, and enhance community connections.\nTogether, these services will work in partnership with local statutory, voluntary, and community services to create an integrated, person-led mental health support system within neighbourhoods.\nAim of the Service\nTo provide accessible, community-based mental health support that promotes early intervention, resilience, social connection, and recovery for adults with emerging, mild, or non-clinical mental health and wellbeing needs, reducing the risk of escalation into secondary care services\nObjectives of delivery of the Service include:\n-\tTo enable individuals to access timely information, advice, and connection to local services and support networks.\n-\tTo deliver short-term, flexible wellbeing activities that promote emotional, physical, and social wellbeing.\n-\tTo embed personalised, co-produced care planning and support strategies that reflect individual preferences, values, and needs.\n-\tTo enhance collaboration and coordination between community services, statutory services, and Integrated Neighbourhood Teams.\n-\tTo reduce stigma and promote mental health awareness within communities through inclusive, accessible, and culturally sensitive provision.\n-\tTo support service users in developing coping strategies, increasing confidence, and building social connections.\n-\tTo adopt a preventative, recovery-focused approach that promotes independence and reduces reliance on formal mental health services.\n-\tTo ensure safeguarding and protection of vulnerable individuals, promoting dignity and choice in all aspects of care.\n-\tProvide Inclusive & Culturally Competent Care - Ensure services are accessible and tailored to meet the diverse needs of \nethnic minorities, LGBTQ+ individuals, older adults, and people with disabilities.\nThe Authority intends to award a single contract for LOT 1 to a single Bidder (as a single entity, or as the ‘Lead Provider’ on behalf of a consortium). If the Authority received compliant bid submissions for LOT 1 by a Provider, and for LOT 2 by another Provider, the Authority would then award two separate contracts for each LOT. These contracts would be NHS Standard Contracts (2025/26) and any subsequent versions thereof. All details can be found at https://attain.bravosolution.co.uk/ under the \"itt_170 - Healthy Minds Service and Depression Calls (Mental Health Services) for NHS MSE ICB’ (Qualification ITT – Qualification Envelope)\" project.\nThe deadline for receipt of compliant bid submissions is 27th June 2025 by 17:30hrs. Additional information: The maximum 3-year contract value for LOT 1 is £3,890,885.00 Pound Sterling, which acts as an affordability cap for the commercial offer template for this procurement. \nThe total aggregate contract value for LOT 1 over the 5-year contract term (inclusive of optional extensions) is £6,466,732.00 Pound Sterling.",

"description": "THIS IS A PRIOR INFORMATION NOTICE AND *NOT* INTENDED AS A CALL TO COMPETITION. This notice is intended to inform the market of this market engagement session ONLY. \nNHS Mid and South Essex Integrated Care Board (hereafter referred to as “the Authority”) invites suitably qualified providers to attend a virtual Market Engagement event for the provision Integrated 'Healthy Minds' (Mental Health Services) on Monday 12th May 2025 at 13:00hrs - 14:00hrs. The session will be recorded and the materials presented by the Commissioners will be shared with interested parties following the event.\nThere are currently multiple pathways into different ‘Wellbeing’ mental health services due to historic commissioning arrangements made by five separate Clinical Commissioning Groups (CCGs). The Authority was established in July 2022, superseding the CCGs. The Authority aims to address the health inequalities across the system by implementing a new single service that will ensure an equitable service and support early diagnosis and intervention for patients.\nCurrently, multiple VCSE providers deliver wellbeing-related services across the ICS footprint. These include:\n•\tWellbeing Hubs\n•\tHappy Hubs\n•\tPositive Pathways for 18-25s\n•\tAdult Positive Pathways\nThis fragmented model has resulted in duplicated services, variable quality and access, inconsistent outcomes, and inefficiencies in service delivery. The Commissioners are seeking to undertake a single procurement approach to deliver a whole-system model that is equitable, consistent, and outcomes-focused.\nThe procurement process will be structured into two distinct lots to better meet the varying needs of the population and to streamline service delivery. These are:\na)\tLot 1 - Healthy Mind Services– currently known as ‘Wellbeing Hubs’, ‘Happy Hubs’ and ‘Positive Pathways’ Services. This lot will focus on delivering community-based mental wellbeing support, promoting resilience, early intervention, and social connection.\nb)\tLot 2 - Depression Wellbeing Calls – a targeted service aimed at providing proactive support for people who have been newly diagnosed with depression by their Primary Care Practitioner and/or have been prescribed medication, referred to Talking Therapies or both.\nThe Market Engagement event will take place virtually via MS Teams on Monday 12th May 2025 at 13:00hrs – 14:00hrs. \nThe event will offer an opportunity to engage with stakeholders and for prospective service providers to learn more about the service. The procurement process and timetable will also be shared.\nTo register interest in attending the engagement event please go to https://attain.bravosolution.co.uk/web/login.html . Click on 'Register here' and follow the onscreen instructions. The relevant documentation will be available within the sq_126 - Healthy Minds (Mental Health Services) for MSE ICB’ project.\nThe closing date for registering attendance is Monday 12th May 2025 by 12:00 noon. \n\n \nPlease Note: Any expenditure, work or effort undertaken by you prior to any subsequent procurement is a matter solely for your own commercial judgment. The Authority reserves the right to withdraw from the process at any time or to not tender the service(s) or to tender on a different basis. In such circumstances, and in any event, the Authority and/or its advisors shall not be liable for any costs or loss of expenses whatsoever incurred by any organisation, agent or subsidiary that may have contributed to any proposals submitted to this notice.
