Published requirement description

This Service Specification sets out the requirements for the delivery of the COMPASS Community Domestic Abuse Support Service across the Metropolitan Borough of Stockport.

The Provider will provide a flexible, trauma-informed and person-centred offer comprising both safe accommodation-based support and community-based domestic abuse support for individuals experiencing domestic abuse, regardless of risk level, age, gender, ethnicity, disability, sexual orientation, immigration status or socioeconomic background.

The service will support:

  • Victim-survivors of all genders.
  • Victim-survivors with or without children.
  • Individuals who are currently living with, or are separated from, the person causing harm.
  • Children and young people impacted by domestic abuse.
  • Children and young people displaying harmful behaviours.
  • Adults who cause harm through the provision of evidence-based and accredited behaviour change interventions.

An effective domestic abuse response recognises that domestic abuse is a gendered crime that disproportionately affects women and girls. However, it also acknowledges that victims and survivors of all genders, ages, sexualities, cultures, faiths, abilities and backgrounds can experience domestic abuse and require appropriate support. The service must recognise that domestic abuse rarely exists in isolation and is frequently experienced alongside multiple disadvantages, including poor mental health, substance misuse, homelessness, poverty, social exclusion and exploitation.

The Provider will recognise and respond to all forms of domestic abuse, including physical, sexual, emotional and psychological abuse, coercive and controlling behaviour, economic abuse, stalking, harassment, technology-facilitated abuse, honour-based abuse, forced marriage and post-separation abuse. Risk assessment, safety planning and support interventions should reflect the full range of experiences and risks faced by victim-survivors and their children. What this means for your bid
  • Price carries 15 of 100 points: a 10% discount moves about 1.5 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £1,609,118 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in North West England.

A local branch does not count if the registered address is elsewhere.

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Half of these awards have an award date within 51 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Both shares are minimums: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
