Authority: Norfolk and Suffolk NHS Foundation Trust (Central government)
What is being bought
Published requirement descriptionThevaluecircle LLP were initially engaged to scope a programme of works to support the development, and implementation of, the models of care and models of care plus programme.
This work was crucial to the Trusts' CQC improvement journey, and timescales for this work precluded the ability to undertake a competitive procurement process, due to the urgent need for works to commence, and are for a very specific project.
Thevaluecircle LLP were also working across the Norfolk & Waveney ICB, which allowed a consistent strategic approach when working on this programme.

- Why no open competition
- The procurement falls outside the scope of application of the directive
- Published justification
The combined supplier spend was picked up as part of a retrospective spend review process.
The urgency and criticality of the requirement outpaced the time required to conduct a suitable procurement process.
Although the supplier is listed on suitably qualified and approved framework agreements, the agreement was made outside of the call off order processes.
Publisher note: The Trust appointed TheValueCircle LLP to deliver a sensitive and critical programme of works to support the Trusts CQC improvement and action programme. Given the sensitivity and criticality of time and works, the project was awarded to TheValueCircle to provide continuity and consistency of service, and cost - with this company also providing similar work across the Norfolk and Waveney ICS. The project has been bench marked against approved framework agreements to ensure value for money was being achieved and reported as part of the Trusts internal reporting mechanisms.
