Procedure rationaleThe contract is being awarded through and in compliance with the CCS Framework RM6187 (Lot 4) (the “CCS Framework”). As a result, there is no legal requirement to advertise the contract as the framework has already been advertised. The contract has been awarded directly to Grant Thornton UK LLP under the CCS framework which permits a direct award . Grant Thornton had previously provided services to Transport Scotland for the initial services in connection with the suburban fleet procurement exercise. Given that extensive knowledge and experience in supporting rolling stock procurements in UK and their knowledge of this project as the result of their initial work for Transport Scotland, it is considered that the direct award under the CCS Framework is permissible in these circumstances.
