NHS Norfolk and Waveney Integrated Care Board (referred to as the Commissioner) invited suitably qualified and experienced providers to express their interest in the provision of a Cognitive Behavioural Therapy (CBT) informed therapy service.<br/><br/>The aim of this service is to provide Cognitive Behavioural Therapy (CBT) informed therapy for 5-18s, delivered by a team of Children's Wellbeing Practitioners (CWPs), Senior CWPs and other senior roles, including management and clinical supervision.<br/><br/>Clinical supervision will also be provided for a team of CWPs embedded within Norfolk County Council.<br/><br/>CWPs are trained to offer guided self-help to children, young people and families with mild to moderate anxiety, low mood and common behavioural problems.<br/><br/>The brief focused evidence-based interventions provided by CWPs are in the form of low intensity support and guided self-help to young people who demonstrate mild/moderate:<br/>Anxiety (primary and secondary school age)<br/>Low mood (adolescents)<br/>Common behavioural difficulties (working with parents for under 8s).<br/>Delivery of CBT informed therapy expected outcomes:<br/>In line with Children and Young People's Improving Access to Psychological Therapies (CYP-IAPT) principles this service provision should seek to improve services to children, young people (CYP) and their families through:<br/>• Better evidence-based practice - increasing the availability and knowledge of best evidence-based interventions<br/>• Better collaborative practice - goal focused and client centred interventions, using feedback tools to facilitate better working between mental health professionals and families and young people, leading to more personalised care<br/>• Improved service user participation - children, young people and their families having a voice and influence at all levels of the organisation<br/>• Improved cross agency working - encouraging and supporting cross agency collaboration between Health, Social Care and the voluntary and independent sectors<br/>• More accountable services - through the rigorous monitoring of clinical outcomes to be able to share outcomes with young people and families and demonstrate effectiveness to commissioners<br/>• Increased awareness - working in partnership with organisations delivering mental health services, and those in other sectors working with young people and families to increase understanding of the importance of well-being and decrease stigma.<br/>The provider of this project will commit to working collaboratively with children and young people's mental health (CYPMH) and wider health, education and care system partners and adopt a Thrive approach for CYP accessing mental health (MH) services<br/>Clinical supervision expected outcomes:<br/>• CWPs within relevant services receive the required level of clinical supervision, mentoring and support by an appropriately trained clinical supervisor in line with British Association for Behavioural and Cognitive Psychotherapies (BABCP) accreditation requirements<br/>• CWPs receive a positive experience and are well supported<br/><br/>This is an initial 3 year contract with the option to extend for up to an additional 2 years.

        "description": "The aim of this service is to provide Cognitive Behavioural Therapy (CBT) informed therapy for 5-18s, delivered by a team of Children's Wellbeing Practitioners (CWPs), Senior CWPs and other senior roles, including management and clinical supervision. <br/><br/>Clinical supervision will also be provided for a team of CWPs embedded within Norfolk County Council.<br/>CWPs are trained to offer guided self-help to children, young people and families with mild to moderate anxiety, low mood and common behavioural problems.<br/><br/>The brief focused evidence-based interventions provided by CWPs are in the form of low intensity support and guided self-help to young people who demonstrate mild/moderate:<br/>Anxiety (primary and secondary school age)<br/>Low mood (adolescents)<br/>Common behavioural difficulties (working with parents for under 8s).<br/>Delivery of CBT informed therapy expected outcomes: <br/>In line with Children and Young People's Improving Access to Psychological Therapies (CYP-IAPT) principles this service provision should seek to improve services to children, young people (CYP) and their families through:<br/>• Better evidence-based practice - increasing the availability and knowledge of best evidence-based interventions<br/>• Better collaborative practice - goal focused and client centred interventions, using feedback tools to facilitate better working between mental health professionals and families and young people, leading to more personalised care<br/>• Improved service user participation - children, young people and their families having a voice and influence at all levels of the organisation<br/>• Improved cross agency working - encouraging and supporting cross agency collaboration between Health, Social Care and the voluntary and independent sectors<br/>• More accountable services - through the rigorous monitoring of clinical outcomes to be able to share outcomes with young people and families and demonstrate effectiveness to commissioners<br/>• Increased awareness - working in partnership with organisations delivering mental health services, and those in other sectors working with young people and families to increase understanding of the importance of well-being and decrease stigma.<br/>The provider of this project will commit to working collaboratively with children and young people's mental health (CYPMH) and wider health, education and care system partners and adopt a Thrive approach for CYP accessing mental health (MH) services<br/>Clinical supervision expected outcomes: <br/>•\tCWPs within relevant services receive the required level of clinical supervision, mentoring and support by an appropriately trained clinical supervisor in line with British Association for Behavioural and Cognitive Psychotherapies (BABCP) accreditation requirements<br/>•\tCWPs receive a positive experience and are well supported<br/><br/>The aim of this Expression of Interest is to;<br/>1. provide the market with visibility of the proposed opportunity;<br/>2. support the ICB decision making to inform the future commissioning of services (as applicable);<br/>3. to help define the future service approach and model;<br/>4. to gauge the level of interest from the market of capable providers with capacity across the region to deliver the services noted above.<br/>5. Invite interested Providers to attend a Market Engagement Event on Monday 5th June 2023.<br/><br/>A further tender advertisement will be issued at the appropriate time. You will not be disadvantaged in any subsequent tender process if you choose not to attend this market engagement event as the market engagement information will form part of any future tendering documentation, but the Commissioners wish to understand your views on the proposed model, activity and financial envelope.<br/><br/>The deadline for completing the Soft Market Testing responses is by 17:00 hours on 5th June 2023. Registration to attend the market engagement event closes 17:00 hours 1st June 2023. Please see and complete the attached documents. Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be advertised in accordance with the regulations.<br/><br/>It is anticipated that the contract period will be for an initial period of 3 years with the option to extend for up to a further two years, commencing 1st April 2024. The indicative contract value is £3,850,00 over the full 5 years including the optional 2 year extension period.  This is subject to review following the early engagement.   The indicative timescales for the tender release date is scheduled for June 2023 but may be subject to change depending on the engagement feedback.",
