This is Reopening Version 02 - Apr 2025 - The procurement involves the establishment of a framework agreement
The Procurement is being run using a procedure similar to the open procedure described in
Regulation 27of the Public Contracts Regulations 2015 (as amended). However, the Authority reserves the right to deviate from the formalities of the open procedure given the flexibilities permitted by Regulation 76 of the Public Contracts Regulations 2015 as amended in the conduct of procurements for Social and Other Specific Services otherwise referred to as Light Touch Regime procurement
Two Stage Process - Bidders must achieve an overall Quality Score of 60% or more to have price submission evaluated. Bidders who achieve this threshold will then have price evaluated and all bidders who submit a price that is under the ceiling rate will be admitted onto the framework.
- Price carries 100 of 200 points: a 10% discount moves about 10 points. This one is won on the number: sharpen the price before polishing the prose.
- “Children and Young Peoples Home and Community Support PDPS- Reopening…” is a framework: the contest is a place on its panel, not a single contract.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
