Due to the nature of the failure, urgent works are required to replace the existing VMX high voltage switchgear identified as being at risk.  A specialist contractor suitably experienced in this type of works was required to be appointed urgently and did not provide sufficient time to undertake a competitive tender process.  An NCA was the only option to enable the appointment and work to mitigate the risk.",
