Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: Regulation 32. (2) (b) (ii) - competition is lacking for technical reasons. Shellfish samples are required to be delivered to the Lab for E.coli testing within <48 hrs from collection. SSQC are the only UKAS accredited Official Control Lab on Shetland able to provide this service within these timescales.
