Published requirement descriptionThis award notice is to confirm that the Department for Education has awarded the Institute of Teaching (IoT) Framework Agreement to School-Led Development Trust (SLDT).
The Institute will have two principle roles:
- To deliver a coherent teacher development pathway at scale. The Institute will deliver ITT, the ECF, the reformed suite of NPQs and Leadership NPQs, and be the sole provider of the NLE programme - overall providing exemplary training to upwards of c10,000 trainees, teachers and leaders each year once fully established. The Institute will be tasked with innovating and exemplifying delivery of these programmes, providing a model for the rest of the system.
- Support the improvement of the wider teacher development system by building the evidence base on what good teacher development looks like and developing innovative evidence-informed approaches that can be rolled out across the wider system.

The Department will incorporate a voluntary minimum 10 calendar day standstill period at the point information on the award of the Framework Agreement is communicated to Potential Suppliers. Potential Suppliers who are unsuccessful shall be informed by the Department as soon as possible after the decision has been made as to the reasons why they were unsuccessful. If any clarification regarding the award of the Framework Agreement has not been successfully resolved, The Public Contracts Regulations 2015 (SI 2015 No. 102) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action.
Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the Court may order the setting aside of the award decision or order the Authority to amend any document and may award damages.
If a contract has been entered into the Court may, depending on the circumstances, award damages, make a declaration of ineffectiveness, order the Department to pay a fine, and/or order that the duration of the contract be shortened. The purpose of the voluntary standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the Framework Agreement is entered into.
Publisher note: 1. The Public Contracts Regulations 2015 apply to this procurement (the “Regulations”). The Department is using a form of the Competitive Procedure with Negotiation in accordance with Regulation 29 of the Regulations. Services of the nature of those covered by this procurement are designated as “Schedule 3” Services (the Social and Other Specific Services) under the Regulations and as such are not subject to the full requirements of the Regulations. The Authority is only bound by the application of the Regulations to the extent that they are applicable to Schedule 3 services. The procurement is covered by Regulations 74 to 76 (the Light Touch Regime). 2. The Department will be holding a two supplier Events for interested organisations on 28 and 29 April 2021. Potential Suppliers must register for their attendance at this event through the Department’s e-tendering portal at https://education.app.jaggaer.com. 3. Interested Potential Suppliers are required to register on Department’s e-tendering portal. Potential Suppliers can access this system at https://education.app.jaggaer.com where the details of how to register and the terms of free registration are provided. 4. Potential Suppliers are referred to the Procurement Documents accompanying this Contract Notice for additional information on this procurement and in relation to this Contract Notice. 5. The Department reserves the right to withdraw from or discontinue the procurement process, which shall include the right to not award the Framework Agreement as a result of this call for competition. 6. Tenders and all supporting documentation for the contract must be in English and priced in sterling. 7. HM Government requires that contracts awarded by Government Departments with a value exceeding 10000 GBP are published online (http://www.gov.uk/contracts-finder). The Department may use its discretion to redact information to protect key commercial interests or on prescribed grounds (see SSQ Instructions for Potential Suppliers in the Procurement Documents). 8. The Department will not be liable for any bid costs, expenditure, work or effort incurred by a Potential Supplier in proceeding or participating in this procurement, including if the procurement process is terminated or amended by the Department.

- Change Call-off contract extended for a further 24 months to allow for the ongoing support of the work undertaken by the Best Practice Function., Need for additional works, services or supplies by the original contractor/concessionaire: The additional services have become necessary – there is a requirement from the Department to continue to support the research and development activity undertaken by the Best Practice Function and secure a further 2 years of services under the Institute of Teaching framework agreement. There are economic and technical reasons why a change of contractor cannot be made – the Best Practice Function assets are owned by School-Led Development Trust as the contractor for the Institute of Teaching framework agreement. Running a new procurement outside of the Institute of Teaching framework agreement would result in significant duplication of costs and resource for the Department, and the costs and lead time for a new supplier to be able to deliver the services would be disproportionate to the additional term proposed. The value of the additional services will not breach the 50% value threshold for reliance on Regulation 72(1)(b).
