Published requirement descriptionThe Authority invites tenders to provide the works for Belfast Stories Integrated Supply Team (IST) – Main Contract
The contract is for the provision of the delivery of a new building to house the Belfast Stories visitor attraction and creative hub, including new internal and external public spaces at lands bounded by North Street, Union Street, Kent Street and Royal Avenue, Belfast.
Belfast Stories can be summarised as Belfast City Council’s declared ambition to create ‘a unique visitor destination of unprecedented scale and ambition in the heart of the city centre, that will serve as a catalyst for economic, social, and cultural regeneration of the city and the wider region. To respond to this ambitious brief, the project is conceived as a combination of 3 core components:
- Visitor attraction: Stories backed ticketed visitor experience designed to allow people to live their stores, share their stories and tell their stories
- Creative Hub: Media Production Studio, 3x cultural cinemas, and a series of educational workshops and classrooms
- Public Space: The building programme wraps around a large scale urban room at the heart of the scheme, serving as a focal point for gathering and containing the main horizontal and vertical circulation connecting all of the inter-related components of the building. The central space is conceived as being covered, but distinctly external / urban in character, creating an expressly public place where the visitor is readily presented with opportunities to tell and make their story.
- How the procedure runs: The Contract will be awarded on the basis of the Most Advantageous Tender (MAT). The MAT will be identified on the basis of the tender with the highest score when applying the price/quality/social value ratio as set out in Tender Stage Documentation.

Pre Market Engagement for the Belfast Stories – Main Contracts Works. The Council is carrying out the PME to engage with the marketplace to understand current offering, supplier capacity and capability, generate competition and manage expectations.
To register your interest to participate in the PME and obtain a Questionnaire to complete, please send an email to [email protected] at the latest by 3.00 pm on Friday 26th September 2025
The pre market engagement exercise will take the form of an initial questionnaire and will help the Council better understand the levels of competition, capability and capacity within the market to plan and deliver the requirement.
It is anticipated that online follow up meetings, demonstrations, presentations etc will be offered to discuss the responses.

All information returned as part of this PME exercise will assist in the procurement route selection, development of the specification; evaluation criteria, pricing model; and contract award options to ensure this tender opportunity delivers a high quality service and best value for money for the ratepayers of Belfast.
The Council reserves the right to contact any or all organisations who responds to this PME engagement to further discuss the next steps to follow. The Council cannot guarantee that all organisations will be contacted who submit interest.
The intention would then be to either advertise the tender opportunity to the market or via an appropriate framework. The Council uses eSourcing NI as its etendering platform. If you are not yet registered with eSourcing NI we would suggest you do so without delay.
Whilst the Council will endeavour to keep any respondents to this PME exercise informed on developments of the tender process, the Council cannot guarantee this. Organisations are advised to register with eSourcing NI in order to see any advertised tender opportunities as well as regularly checking the Council's website for opportunities.
