Procedure rationaleBrexit, the Covid 19 pandemic and the Ukraine invasion have caused major disruption to the vehicle market with significant price increases, very limited availability, and long lead times that can be more than 12 months from the point of order. Time is of the essence given rising costs and availability and contracting a new fleet is urgently required to ensure service continuity, mitigate cost pressures, and access those vehicles that are available.
The Trusts requirements are ‘non‐standard’ as they include some operational fit out, but this
subsequently affects the providers resale value, a key factor in the business model, and most likely the reason for the lack of bids.
7 companies were requested to submit an initial quotation. Only two submitted a quotation. The rest did not response or were unable to help given the specific requirements. Of those who responded, Pearce Bros (AutoRentals) Ltd submitted the lowest life-cycle cost.
