| supplier not published | — | 24 Oct 2025 | CancelledWRAP initiated a competitive procurement process (reference IBM003-05 Ballmer Brazil In-Country Technical and Strategy Consultancy Services) to appoint a suitably experienced in-country lead to support the Brasil Sem Desperdício food-waste reduction initiative in partnership with WWF-Brazil. Following the conclusion of the tender period, WRAP received a single compliant submission. The proposal demonstrated a strong understanding of the project's aims; however, after full evaluation against the published criteria, WRAP determined that the submission did not provide a suitable operational model for effective in-country delivery. Specifically, the Project Team proposed delivery structure added additional organisational layers to an already complex partnership, lacked dedicated full-time local leadership in Brazil, and overlapped with the remit of the existing WWF-Brazil delivery team. As a result, the proposal was considered operationally higher risk and not aligned with WRAP's delivery strategy or value-for-money requirements under the Most Advantageous Tender (MAT) principles. In light of these factors, WRAP has decided not to proceed to contract award under this procurement. No contract has been or will be entered into. All participants have been informed of the outcome and provided with written feedback in line with the standstill and transparency provisions of the Procurement Act 2023. |
