"features": "The Police and Crime Commissioner for Sussex, on behalf of themselves, and the Police and Crime Commissioner for Surrey, issue this Invitation to Tender for the provision of an a cloud Video Redaction Solution. \nThis is being tendered as a competitive flexible procedure consisting of three evaluated stages; \nStage 1 Down Selection: Bidders are asked to complete the Procurement Specific Questionnaire, Technical Compliance Document and Quality Response document to demonstrate their legal compliance, technical compliance, organisation and solution capability and social value. \nStage 2 Demonstrating and Pricing: The four highest scoring Bidders from stage 1, will be invited to demonstrate their solution to an evaluation panel and submit their pricing. Bidders who score 3 (acceptable) or higher on all criteria within the demonstration will be further assessed on their pricing. \nStage 3 User Testing: The Bidder with the highest combined demonstration and pricing score from stage 2 will be invited to have their proposed solution tested by the Authority. This is to allow the Authority to conduct due diligence as to the suitableness of the solution with the Authorities requirements. \nFollowing successful user testing, the Successful Bidder will be awarded the Contract. If for any reason the Bidders solution fails user testing, the Authority reserves the right to invite the second highest scoring Bidder from stage 2 to participate in stage 3.",

The demonstrated solution will be scored against criteria shared in the Tender pack. "description": "The Police and Crime Commissioner for Sussex on behalf of themselves and the Police and Crime Commissioner for Surrey are looking to contract with a supplier for the provision of an automated video redaction solution for teams involved in supplying material linked for both civil and criminal cases. \nAmongst other things, the system will need to be able to meet the following requirements: \n•\tMasking/blocking of logos, faces, vehicle registrations and any other features as identified by the user.\n•\tAbility to redact video with and without audio.\n•\tAbility to apply reverse redaction \n•\tThe ability to apply zone redaction\n•\tFinalise the redaction\n•\tProgressive Editing enabled – ability to edit/redact over time rather than edit all in one go (e.g., edit over a couple of shifts)\n•\tAbility to review redactions and amend/tweak as necessary during the mark up stage.\n•\tAbility to use both automated (automatic tracking of faces – e.g., if person moves, need the mask to move with it and track it) and manual redaction options.\n•\tComprehensive Redaction Editing Options (Frame-by-Frame, Real-Time Tracking, Audio, facial recognition, VRN (Vehicle Registration Number) recognition, skin blur, and object tracking)\n•\tAbility to upload various media types and convert redacted video files in industry standards formats such as MP4, AVI etc from the Surrey and Sussex DEMs platform (currently NICE Investigate)\n•\tAutomatic recognition of other vehicle reg numbers \n•\tAbility to collate digital groupings of evidence (photos, videos, CCTV, etc.) into case folders\n•\tRedact audio that comes with images – e.g., remove speech other than the person requesting the info, or redact names and addresses stated by the person\n•\tRedact audio only footage - e.g., remove speech other than the person requesting the info, or redact names and addresses stated by the person\n•\tRun transcriptions from audio.\n•\tTranscription Feature for Audio Redaction with Keyword/Phrase Identification\n•\tAssign and Modify User Permissions for Each Case\n•\tRole-Based Access Control (RBAC) Implementation",

"description": "Request for Information: \nIn order to help build their budget model, and tender document packs, Sussex and Surrey Police are asking suppliers with automated video reaction solutions to provide some information relating to the type of pricing models they use, the bracket groupings for these and in addition whether an online portal could be used during the testing phase. \nPlease note response to this Request for Information will be for information purposes only. This request for information is not a request to participate stage, and will not be used to limit the selection of suppliers who are invited to bid during the procurement stage. The procurement itself will be a competitive flexible procurement, with the first stage being an open procedure as to not limit the market. \nInformation provided in response to the questions within this request for information will be treated as confidential, will not be shared outside of Sussex and Surrey Police, and will be used to inform the creation of their tender packs and budget models only. \nResponses should be submitted using the following link: https://sell2.in-tend.co.uk/blpd \nWhere a supplier has not yet registered on In-tend, they will need to do so and then log into the portal. In the top right hand corner click the portal button, scroll down the list of authorities until you find Sussex Police and click the register with this organisation button.
