Schedule 5 of PA23 applies when a unique supplier possesses exclusive rights or technical expertise, making them the only viable option, and when competition is absent for technical reasons. H&R ChemPharm is currently the sole UK distributor for this product. Procurement, together with Asset Management, have reviewed the UK marketplace, but there are no other available options meeting the required specification.
