Procedure rationaleDBW has undertaken preliminary exploratory work to create prototype AI‑enabled workflows for two high‑priority use cases: (1) Sanction Paper Production and (2) Legal Work Processing. This initial discovery and prototyping took place during the previous year and established a foundation for further development. To progress to fully operational workflows, specialist support is now required. A direct award may be made under PCR 2023 where only one supplier is capable of delivering the requirement due to technical reasons, specialised expertise, or exclusive knowledge relevant to the work. A competitive process would result in unnecessary duplication, increased cost, and delay when building on prior prototype work. Continuity is required to ensure compatibility and quality. A competitive process is not appropriate due to the need for continuity, specialised knowledge, efficiency, and risk mitigation. The proposed supplier developed the original prototypes and is uniquely positioned to advance them without re‑work or delay. |
