Published description of the framework
The pricing is either a day rate, or an hourly rate, plus a fixed mileage rate. The needs of each call off will determine whether an hourly rate or day rate is applicable. Each framework supplier submitted ceiling rates at the time that the framework was established, and each framework supplier may review their rates when the framework is reopened.
There are four call-off methodologies, set out in full within Schedule 4 of the framework agreement. These methodologies are:
- Outbreak Valuations: Request for Quote Call-Off Procedure
- Outbreak Valuation: Direct Award Call-Off Procedure
- Business as Usual Valuations
- The Taxi-Rank Procedure

- Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
- “Agricultural Valuation Services Framework Agreement” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
