Published requirement descriptionThe service specification for 2026-27 reflects a continuation of the current visiting advocacy model for young people admitted to Indigo and Coral Wards, with no material change in service scope, delivery model, or level of risk. Coram Voice is an established national provider of children and young people's advocacy services and has demonstrated the capability, experience, and independence required to continue to deliver the service to the required quality standard.

The contract has been awarded to Coram Voice under Direct Award Process C as the existing provider of the service, whose current contract is expiring and where the proposed contracting arrangements are not changing considerably. Coram Voice has delivered the advocacy service at Ancora House to a satisfactory standard throughout the existing contract term, consistently meeting service requirements and national advocacy standards.
Coram Voice hold the Advice Quality Standard which provides assurance of a commitment to quality.
Based on performance under the current contract, the provider is assessed as likely to continue to satisfy the requirements of the proposed contract to a sufficient standard, and therefore a direct award under Process C is considered appropriate and proportionate.
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 30th April 2026 to [email protected].
This contract has not yet formally been awarded; this notice serves as an intention to award under Direct Award C. There has been no substantial change to the nature or cost of the service delivered.

On the 9th April 2026, Head of Clinical Service approved this decision and there were no declarations of interest made by members that would materially or adversely impact on matters requiring discussion and decision. The decision to award was made in line with the conflict of interest policy.
