Published requirement descriptionNorfolk County Council is seeking experienced providers for two services for Children in Care, Care Leavers and Children and Young People on a Child Protection Plan. The services are tendered as two ‘Lots’:Lot 1: Independent Advocacy provides Children in Care, Care Leavers and children and young people on a Child Protection Plan with an Advocate who helps to ensure their voice is heard when decisions are being made about them. An Advocate supports children and young people to resolve issues, make complaints, empowers them to speak out for themselves and helps them to understand their rights and available services. Lot 2: Independent Visitors (IV) is a befriending service for Children in Care. IVs are volunteers who act as a consistent, trusted adult for children and young people during uncertain and turbulent times. They engage children and young people in positive activities and act as an additional support for them, separate from professionals.

The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
