This was conducted under the definition of Guidance and Counselling Services, which under Schedule 3 of the Public Contracts (Scotland) Regulations 2015, under the Description Health, Social and Related Services. The value of this contract falls below the GPA Threshold for Health and Social Care Services but the requirements of the Procurement Reform (Scotland) 2014 Act do apply. Under the Section 12 of this Act, a contracting authority may award a contract for health or social care services without seeking offers in relation to the proposed contract.
