Mission Panning, Identification, Defensive Aids & Survivability (“MIDAS”) Delivery Team, part of the Ministry of Defence (“the Authority”), intends to enter into a contract with Enterprise Services Defence and Security UK Limited, t/a DXC Technology (the Supplier”), for In-Service Support (“ISS”) and post-design enhancements of the Advanced Mission Planning Aid (AMPA). The AMPA is a critical ground-based computer more…
system used by Typhoon, Hawk TMk2 and Battle of Britain Memorial Flight (“BBMF”) aircrew, as well as Storm Shadow analysts. It supports mission planning, debriefing and generating aircraft and weapon data uploads. The capability is referred to as a Mission Planning System (“MPS”). The length of the contract will be 5 (“five”) years. The approximate value of the contract is estimated to be £35 million, ex VAT. In accordance with Section 41(1)(a) of the Procurement Act 2023 (the “Act”), the Authority intends to rely on the Single Supplier direct award justification, as set out in Paragraph 6 of Schedule 5 of the Act, to award a public contract directly to Supplier, not being an excluded Supplier. It is considered that a direct award is permissible under the Act on the basis that, due to an absence of competition for technical reasons, only the Supplier can carry out the services and there are no alternatives to those goods, services or works. Only Enterprise Services Defence and Security UK Limited can supply the services for the following reasons: The Supplier is the Design Organisation (“DO”) for AMPA. Advanced Mission Planning Aid (AMPA) supports specific aircrafts and weapon platforms. The data transfer devices used by the two AMPA variants are unique within the Authority’s aircraft- and stand-off missile inventory. Enterprise Services Defence and Security UK Limited is the only supplier with the detailed technical information necessary to ensure validation, verification and operational assurance. The Supplier currently provides In-Service Support including maintenance and post-design enhancements. They are the only Supplier that has the necessary technical information to be able to perform this requirement. Their continued technical expertise, data and development expertise is necessary to ensure that the system remains fully operational and compliant with evolving cyber threat environments. The Supplier, as the DO, is the only supplier with the relevant technical expertise to ensure the system meets all regulatory, safety and cyber requirements. Accordingly, due to an absence of competition for technical reasons, the Supplier is considered as the only supplier that can provide the services and there are no alternatives to those services as required by the Authority. The contract will not be awarded to an excluded supplier; a Contract Award Notice and Contract Details Notice will follow in accordance with Procurement Act 2023.
