Published requirement description

Intention to award notice only for Addictions Services in Westmorland and Furness. The intention to award is based on an award which will be completed following the Provider Selection Regime (2023) and the criteria of Direct Award Process C.

Addictions Services provide specialist support to reduce the harm caused by substance misuse, abuse and addiction. The service delivers a range of interventions designed to improve health and wellbeing outcomes, support recovery, and reduce the impact of substance misuse on individuals, families and communities.

Provided services combine specialist clinical treatment with holistic, non-clinical recovery support, enabling a person-centred approach to treatment and rehabilitation. This in turn supports individuals with a range of substance-related and addictive behaviours, promoting sustained recovery, independence, resilience and improved quality of life while contributing to the Council's wider public health objectives.

Published justification

The procurement and award of services is being undertaken following The Provider Selection Regime (2023) This notice is to inform of an intention to award only before a formal proposed contract award to the existing provider following the criteria of Direct Award Process C under this legislation.

The Procurement Act 2023 does not apply to this award.

The decision to award has been taken by the Director of Public Health at Westmorland and Furness Council in consultation with the relevant Council Member, in line with the Council's Contract Procedure Rules.

The Council has decided to directly award the contract to the incumbent provider, Waythrough. In reaching this decision, the Council considered that the existing contract is due to expire, the considerable change threshold is not met, and the Council is satisfied that the provider has delivered the current contract to an appropriate standard and is likely to continue to satisfy the requirements of the proposed contract.

In accordance with Regulation 9 of the Health Care Services (Provider Selection Regime) Regulations 2023, the Council considered the key criteria and concluded that:

the provider continues to demonstrate satisfactory service quality and delivery outcomes (Quality and Innovation);

the provider offers an appropriate and sustainable service model representing value for money (Value);

the provider is well integrated within local health, social care and support pathways, supporting continuity of service and partnership working (Integration, Collaboration and Service Sustainability);

the provider is able to maintain access to services and support the needs of diverse service users across the area (Improving Access, Reducing Health Inequalities and Facilitating Choice); and

the provider continues to contribute positively to local communities and wider social outcomes (Social Value).

Following assessment of conflicts of interest, no conflicts of interest were identified.
