Published requirement description

Hertfordshire Partnership University NHS Foundation Trust intends to establish a framework agreement for the supply for Acute Inpatient Services whereby Independent Sector Providers (ISP) provide “appropriate” adult acute mental health beds, enabling care to be delivered as close to home for males and females

The intention is to enter into a Framework for an initial period of 36 months with an options to extend for 1 x 12 month periods.

The Services have been divided into the following packages (Lots):

Lot 1 – Block of 10 Beds for Patients 50+ years

Lot 2 – Block of 8 Beds for Patients 50+ years

Lot 3 – Block of 10 Beds for Patients 18+ years

Lot 4 – Block of 10 Beds for Patients 18+ years

Lot 5 – Spot Purchase of Beds for Ad Hoc requirements

HTE intends to a single provider to Lots 1, 2, 3 and 4. Whereas Lot 5 will be unrestricted in the number of providers appointed.

HTE intends to appoint a minimum of two (2) suppliers across Lots 1 to 4 collectively. Award decisions will therefore apply award rules that may result in a supplier not being awarded a lot for which they are otherwise the highest‑scoring bidder, where this is necessary to meet the minimum supplier requirement

Published description of the framework

Lots 1, 2, 3 and 4 - will be solely awarded to the Tenderer with the highest score across a combination and quality and price criterion.

Lot 5 - patient placements will be based on bed availability, a current CQC rating and lowest price. See Schedule 7c of the Framework Agreement for further details.

Lot distribution rule: Award Methodology – Lots 1 to 4 Each Lot will be appointed to the Highest Scoring Tenderer. Each lot will be evaluated and scored independently. The Authority intends to appoint a minimum of two suppliers across Lots 1 to 4 collectively. Where the initial scoring would result in fewer than two suppliers being appointed across these lots, the Authority will award one or more lots to the next highest scoring supplier(s), provided they meet all mandatory and quality thresholds. The selection of lots to be reallocated will be based on the smallest difference in score between first and second ranked bidders, in order to maintain best overall value for money. Example can be found in Section 4 of the ITT Guidance. Award Methodology – Lot 5 Lot 5 is not subject to the minimum supplier constraint and will be awarded independently based solely on score.
