Published description of the framework
Following the establishment of the framework agreement, individual projects (sites) will be awarded through a call-off (mini-competition) process between appointed suppliers.
For each call-off, the Authority will issue a site-specific specification and requirements to all Suppliers appointed to the framework.
Suppliers will be invited to submit a price for delivery of that specific requirement.
Quality and Social Value scores achieved at framework award stage will be carried forward and used in the call-off evaluation.
The award of call-off contracts will be based on a “price per quality point” methodology to ensure that both cost and quality are considered in a proportionate and transparent manner.
