Procedure rationaleFurther to the Rotary Wing Enterprise (RWE) Commanders’ Intent document signed in 2022, Defence Equipment and Support, part of the Ministry of Defence (MOD), intends to consolidate, modify and renew services provided under (a) Chinook Future Through Life Customer Support (ref. CHC/615) (FTLCS), (b) Apache Long Term Training and Support Service for Apache AH-64E Air Systems (ref. 701760450) (LTTSS), and (c) the Chinook Engine Support Arrangement (contract number CHC/501) (CESA). Award of the 3-year period of performance shall be an extension of the extant 701760450 LTTSS agreement by incorporating the MOD’s fleet of Chinook Aircraft to the incumbent Apache Aircraft support arrangement. This shall be achieved by modification and renewal of Chinook support services currently provided under FTLCS and CESA. The support services to each Aircraft are inclusive of repair, maintenance, material support, air and ground training. It is considered that the direct award of this contract, inclusive of changes in scope to the current contracts, without prior publication of a Tender Notice in the UK e-notification service is lawful and in accordance with Schedule 5 (paragraph 6) of the Procurement Act 2023 (PA23). This is due to Boeing being the Original Equipment Manufacturer (OEM) and Design Authority (DA) for both the Chinook and Apache Aircraft. Due to technical reasons only Boeing can supply support arrangement required and there is no reasonable alternative for supply.
