Coverage: 278 active published awards; 90 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleThis modification for an additional 3 years support and maintenance, and an increase to the overall contract value of £1.1m meet the conditions of Reg 72(1)(c) that states: (c) where all of the following conditions are fulfilled: — (i) the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen; (ii) the modification does not alter the overall nature of the contract; (iii) any increase in price does not exceed 50% of the value of the original contract or framework agreement. • This modification is now required as a consequence of the EdIS procurement competition to deliver a replacement EMS solution being terminated with no suitable solution identified. EA requires continued use of the current solution until such times as a replacement is procured, developed, tested and goes live; • This modification does not alter the overall nature of the contract as no new conditions or services are being delivered; and The increase of a further £1.1m is less than 50% of the original overall contract value. (The original contract value being £2.5m)
