- Change Uplift to the value, Need for additional works, services or supplies by the original contractor/concessionaire: Regulation 72(1)(b) was chosen as the need for and extent of onboarding ALBs, and mandatory Oracle implementation, were not included within the initial procurement. Additionally, a change in contractor is not possible due to the technical and economic costs associated with transferring knowledge and processes. A change in contractor is also not feasible due to the current supplier having to pause ongoing tasks to facilitate handover, creating a risk to delivery.
