What is being bought

This is a PIN or Prior indicative notice which may be used to reduce timescales, following a market consultation exercise and depending on the outcome of this. Cheshire East Council are looking to explore ways in which it may be possible to procure an initial 20 properties to support homeless residents, the properties should be located in a variety of areas across the footprint of the Cheshire East borough. The number of properties may increase and there may be a requirement to consider more innovative solutions if more housing is needed. The Council wishes to consult with suitably experienced organisations that have a proven track record in operating temporary accommodation. The purposes of this consultation is to seek the views of market participants and to help the Council to structure a potential future procurement process.

Lot details

Lot 1

Cheshire East Borough Council are anticipating a rise in homelessness in the coming months, due to a number of unpredicted factors. The Council wishes to consult with organisations that have relevant experience in the delivery and management of residential accommodation to ensure that we have explored all opportunities available to us to increase provision. It is anticipated that the Council will need to procure a number of types of properties and our initial indications are that we will require: 2 x 1 bed self contained accommodation 4 x 2 bed houses or flats 8 x 3 bed houses 6 x 4+ bed houses The properties would be located across Crewe, Macclesfield, Handforth, Wilmslow, Congleton, Sandbach and Nantwich. The Council would be open to more innovative solutions including the possibility of sourcing the block booking of a small hotel, serviced apartments or student accommodation for a period of 12-24 months Additional information: Initially the Council will be seeking views on 3 options, there will be a market consultation questionnaire available via the Chest portal. Those who wish to be involved in this consultation, should express an interest in the project and complete the questionnaire document.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 55. The category anchor is Camping sites and other non-hotel accommodation (55200000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
