The Centre for Veterinary Vaccine Innovation and Manufacturing (CVIM)

The successful Contractor will be responsible for designing and building a c.650m2 new-build facility for The Pirbright Institute, c.465m2 of functional space on the ground floor and c.185m2 of plant space on the first floor. The design of the facility will include biocontainment (ACDP CL2/SAPO2/GMO2), BREEAM: Very Good,. cleanrooms (up to ISO7), good manufacturing practice (GMP), net-zero carbon and equity, diversity and inclusion (EDI). The project team are currently developing the RIBA Stage 2 design in conjunction with the end-user requirements. The project team is as follows:- • Project Manager - Currie and Brown • Cost Manager - Turner and Townsend • Multi-Disciplinary Design Consultant / CMT - Scitech The purpose of this notice is to establish interest within the market that will help inform a number of strategic decisions to be adopted. It is currently considered by the project team that a D&B single-stage 'open to market' or 'framework' tender offers the quickest route to completion whilst still meeting the competition requirements set out by the Employer, based on this principle, it is anticipated that the RIBA stage 3 information would be released to the tendering contractors in November 2023 with an 8-week tender period - this is subject to contractor's interest. The Contractor would tender the works on an RIBA Stage 3 design which will form part of the contract documentation, the Contractor as part of their contractual obligations shall further develop the design making design submissions post-contract for approval by the Project Manager and the compliance monitoring team. Please note, a 'draft' stage 2 architectural design for review is available on request but is subject to the completion of the non-disclosure agreement. The contract suite proposed is NEC4, whilst this option is yet to be confirmed and may change, the expectation is that it will be Option A with 'Z Clauses' that will be included in 'draft' as part of the tender documentation. The 'desired' completion date is March 2025, but it is established we are currently running behind programme and we are trying to find ways the overrun can be mitigated, we would very much appreciate your view on a construction period using the draft stage 2 design as part of this exercise. At this point, a planning consultant has been engaged but the project is still subject to a planning submission and approval - the Contractor would be responsible for discharging residual planning conditions as required. The Contractor shall also be responsible for discharging residual BREEAM conditions (will be included within tender pack) and taking on the net-zero carbon philosophy received to completion. To consolidate our requirements, we kindly request your view on the following matters within this PIN as a minimum:- • Confirmation that you're interested in tendering for the works using a single stage tendering strategy. • Confirmation that you're interested in tendering for the works using a two-stage tendering strategy. • Your view on probable construction period using the draft architectural stage 2 information and details contained within this notice. You are not required to submit a programme, but this would be well-received. • Confirmation that you have experience and are proficient in the use of NEC3 or NEC4, specifically Option A. • Do you have experience in these type of facilities, case-study is not required but project name, cleanroom standards, size and value. More information will be requested / scored as part of the tender. • Confirmation that you'd still be interested in an 'open to market' tender, the use of a framework is subject to the PIN response i.e., if there is a singular framework that could accommodate all. • Any reservations / comments on the 'draft' architectural information or details contained within this notice. • What could we consider to make the scheme more desirable to you as a potential tendering contractor?
