Coverage: 439 active published awards; 436 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Price reduction compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
Please note this is Soft Market Testing and NOT A CALL FOR COMPETITION.
The purpose of market testing is to understand what suppliers are providing with their solutions, their experience of delivering similar solutions, a way for the Council to clarify and understand solutions and to help draw up requirements that can be fulfilled by the market place should a tender be issued at a later stage.
Once the soft market testing exercise is completed, we will make a decision about how we will proceed. Neither the intention nor the purpose of this soft market testing exercise is to confer any advantage upon its participants or disadvantage any non-participants in any future procurement process.
