What is being bought
The Royal Air Force are seeking a supplier to deliver high quality, flexible and affordable 0-5 day care provision and wrap around childcare for service families at RAF High Wycombe across three pre-existing sites on the defence estate. The services must be compliant with the Early Years Foundation Stage (EYFS) Framework, and Ofsted. The nurseries are located at:
• Community Centre, West Cl, Medmenham, Marlow SL7 2EH
• 98 - 100 Greenwood, Walters Ash, High Wycombe, Buckinghamshire HP14 4XB
• Site 3, RAF High Wycombe, Walter's Ash, High Wycombe HP14 4UE
The below provides a brief illustration of the current provision and operational delivery of the three nursery sites. Please note this is an illustration and detail can be subject to change. There will be scope to work with station to adapt the operational delivery and outputs of each setting to meet the needs of service families and the stations statement of requirements.
Community Centre, West Cl, Medmenham, Marlow SL7 2EH
Medmenham operates from the community hall, Medmenham, near Marlow. The nursery is open Monday to Friday, from 8am to 6pm, for most weeks of the year providing up to 33 places for children from 1 – 4 years of age. It closes for two weeks over Christmas and New Year, during bank holidays, and the last two weeks of August. There are currently 23 children on roll. There are 18 staff working with children. This includes the chef and staff who are employed on a casual basis for cover, as well as apprentices who are completing qualifications. The nursery accepts funding to provide free early education for children aged three to four years.
98 - 100 Greenwood, Walters Ash, High Wycombe, Buckinghamshire HP14 4XB
Greenwood is located in Walters Ash, near High Wycombe, Buckinghamshire. It opens from 7.45am to 5.45pm, Monday to Friday, most of the year providing up to 46 places for children aged 0 – 4 years. There are currently 36 on roll. The nursery employs 10 members of staff. The nursery accepts funding to provide free early education for children aged two, three and four years.
Site 3, RAF High Wycombe, Walter's Ash, High Wycombe HP14 4UE
It is located behind the wire at RAF High Wycombe in Naphill, Buckinghamshire. The nursery opens each weekday from 7.30am to 6pm, for 51 weeks of the year, providing up to 80 places for children aged 0 – 4 years. It receives funding for free early years education for children aged three and four years. There are 11 staff employed to work with the children. There are currently 64 children on roll
The minimum ratio of MOD personnel to local community personnel is to be 75/25 at all times.
TUPE consideration will apply to this contract.
The Authority intended to run an Accelerated Open Competition with the Tender being out and open to the market for 15 calendar days.
Please note that, once the contract is awarded, there will be a lease agreement in place with DIO.
