NHS Health Check and Sexual Health Services in General Practice (GP) (2023-28)

From 1/10/2023, the London Borough of Newham intend to contract public health services for NHS Health Checks, Chlamydia Screening in under 25s and Long-acting reversible contraception (LARC). Requirements Potential providers must be able to demonstrate: - real time access to the most up to date medical/patient records of all Newham residents registered with a GP - including those with and without an existing illness or long-term health condition - in order to satisfy the inclusion/exclusion criteria for NHS Health Checks, and deliver a call/recall model - patient files are kept up to date in the GP record - registration and compliance with Care Quality Commission (CQC) requirements, - immediate capacity and resource to not only deliver the programme, including access to the medical/patient records of all Newham residents registered with a GP at the start of the contract, but also to improve performance - in line with the responsibilities placed on Local Authorities in Public Health England's (PHE) NHS Health Checks Best Practice Guidance (2019) , which states that "local authorities are required to continuously improve the percentage of eligible individuals having an NHS Health Check" (p.9). - ability to review data handling regularly (including training needs) and provide anonymised data for audit using processes which have been agreed in consultation with the Local Medical Committee (LMC) - GDPR compliance by adhering to Information Governance and Data Flow requirements for NHS Health Checks as set out in OHID's NHS Health Checks Best Practice Guidance (p.73) and the NHS Health Check website - that patients with an unconfirmed/diagnosed condition are enrolled onto the appropriate care programme within the Integrated Care Board's 'Supplementary Network Services' (SNS), in order to ensure appropriate confirmatory testing and long-term management - adherence to the National Chlamydia Screening Programme's Quality Assurance Framework, which outlines, among other things, the potential for annual opportunistic screening of all sexually active young people under 25 years old on the GP register - seamless access to the necessary pathways and protocols in place with the local acute pathology lab to facilitate the transfer of information (result management), treat patients through prescribing medication and conduct/facilitate onward partner notification to halt the spread of the infection in the wider population. Potential providers must have suitability to pursue the professional activity, including the ability to: - achieve and maintain competence to deliver LARC as specified by the Faculty of Sexual and Reproductive Healthcare (FSRH) as part of a primary care pathway. (The authority has already commissioned a specialist integrated sexual health provider) - have appropriate treatment rooms for delivery of LARC as specified by FSRH latest clinical guidance, within each geographical GP PCN/ neighbourhood quadrant - ensure that patients with needs relating to uncomplicated STIs should have their care managed by appropriately skilled healthcare professionals, as defined by the latest standards specified by the British Association for Sexual Health and HIV (BASHH). Details are subject to change, but the current intention is to draft a service specification based on a contract length of up to five years (3+1+1), with break clauses. The full contract term would be 1/10/2023-30/9/2028. Contract will be tariff-based and subject to change, with no minimum guaranteed value, but the estimated spend over five years is between 3,437,500 GBP and 4,437,500 GBP.
