London Victim and Witness Service: Domestic Abuse

MOPAC has commissioned the London Victim and Witness Service (LVWS) providing support for victims and witnesses of crime since 2019. The LVWS contract comes to an end on 30 September 2024. The Police and Crime Plan 2022-25 and Mayor's Violence Against Women and Girls Strategy (VAWG) 2022-25 strengthens the commitment made to improve support for victims with a focus on: · Improving the service and support that victims receive from the MPS, support services and the CJS, including in online interaction; · Victims receiving a better criminal justice response and outcome; · Reducing the number of repeat victims of domestic abuse, sexual violence and stalking. MOPAC wants to work with providers to develop an Ecosystem of support services across London. The Ecosystem will champion trusted relationships and collaboration across services, whilst providing the necessary balance of specialist and by and for provision alongside robust and resilient pan-London services to effectively support victims from London's diverse communities. The services are expected to deliver an agreed set of outcomes and share knowledge, skills and capabilities to support its continuous development and efficiency. MOPAC and partners within the Ecosystem will work closely with the Metropolitan Police Service on the development of a Victim Care Hub, to improve victims' experience of the Criminal Justice System. To form this Ecosystem, MOPAC seek to commission the following four services through a series of separate tenders: 1. Central referral mechanism and support service for adult victims 2. Specialist service for victims and survivors of domestic abuse 3. Specialist service for young victims 4. Specialist restorative justice services This prior information notice is for tender number 2 (TN2). The contract will run for an initial period of up to 42 months (3.5 years), with an option to extend for up to a further 24 months (2 years). The indicative value of this service is £27,500,000 over the full 5.5 year term. Potential additional services may be included into this contract at a maximum additional value of £8,250,000 bringing the total maximum value to £35,750,000. At a minimum, TN2 will be expected to deliver the following: · Operate a robust model for services to support victims and survivors of domestic abuse (DA), appropriate to the risk they are facing and offering the right level of support according to their needs; · Provide tailored support for all victim and survivors with appropriate services for persons from minority ethnic backgrounds, LGBTQI+ persons, people with no recourse to public funds, insecure immigration status, other protected characteristics and intersections between them; · Provide a distinct service for male victims and survivors; · Work with partners across the Ecosystem to develop innovative ways to deliver better outcomes; · Drive consistency of service provision across London, working in harmony with other services including Local Authority commissioned provision.
