They require specialist support for Younger Adults living in council-owned accommodation. These individuals are in the following client groups:  People with a Learning Disability  People with a Physical Disability/Sensory Impairment  People with an enduring Mental Health condition  People with Autism or Asperger's Syndrome  The County Council has committed significant resources to this Service and will work closely with the Provider to ensure successful, effective and sustainable Service Delivery for the future.  There will be a focus on the use of Assistive Technology and highly trained staff in order to ensure the highest quality and most effective service delivery in a challenging recruitment environment.  The County Council will be working towards an Outcomes Based Commissioning Model for this service within the initial period of the contract.   The Council cannot provide these specialist care services themselves, and thus require external providers to operate within the Council-owned properties.    The properties where the services are required are based across Hampshire. The service will therefore be county-wide.
