The provision of rural transport for isolated rural communities within 7 geographic areas of Suffolk which will enable the connecting of communities through Rural Transport Operators. Providing connections to bus and rail links as well as door to door journeys for those with limited mobility whilst also offering an alternative car dependency and supporting the Council Net Zero target

Procedure rationaleThe Council considered Regulation 32 (2)b ii applied in so far that competition was absent for technical reasons.
This decision was reached following a market engagement event with potential providers and their feedback in relation to the challenges of the pandemic recovery including driver shortages, fuel price increases and limited return of patronage. In addition the Council recognised the challenges of there being a limited number of transport providers within the rural areas of Suffolk and their ability to deliver a sustainable service meeting the communities needs and within the Council's budget profile whilst recovering from the pandemic.
It was considered appropriate to implement 1 year contracts with the Council's existing Connecting Communities providers to enable the market to adapt and understand the new market conditions which would enable the Council to undertake a procurement exercise when the market is more stable and achieve better value for the communities of Suffolk. |
