This is due to the receipt of a large number of clarifications, where it is felt that the specification requires further work that collectively may amount to a material change to the requirements. In addition, following clarifications received, a new set of concession contract terms and conditions will be prepared and a further review and update of the specification will need to be completed. Therefore as a result, there now may be a need for further soft market testing concerning the age of bus shelters and any other key issues of concern raised in the clarifications.
